Subject:  Allocation of  funds in Budget Estimates  2013-14  under  Software Production/    
                 Acquisition   Plan Scheme.

Details of allocation of funds in Budget Estimates 2013-14 for production of In-house programmes in Normal Category, J&K Special Package and N.E. Special Package, Digitisation of important/precious recordings in local archives, purchase of recorded and blank CDs and Kisanvani under Software Production/Acquisition   Plan Scheme are conveyed herewith as per Annexure-I.
 
          In-house programmes may be produced on the basis of various themes as elaborated in the recent Station Director s Conference at Udaipur.  Accordingly Programmes may be planned & produced on different subjects of local/regional importance linked with archival value and revenue earning capability.
          In order to formulate a strategy Plan for fresh and quality in-house content creation under Software Scheme (Revenue Plan) for various AIR Stations, due deliberations were made on the fact that most AIR Stations are finding it difficult to undertake and complete any  high value production in the stipulated time due to heavy depletion in programme strength and other reasons like non-availability of dedicated technical facilities etc. Accordingly the following modules are prepared featuring specific strategies.
 
 
A.    Proposed themes for fresh content creation with archival value -
 
1.      Programmes on special Days and Dates/Festivals/Anniversary/Weeks/Fortnight and important events.
2.      Recordings of tribal & Folk Music/Folk tales   in various languages & dialects.
3.      Programmes on radio autobiography of local/regional importance.
4.      Interviews of various celebrities who are above 65 years of age from different fields of Culture, Science, Sports, Film, Theater etc. may be invited for promoting value-added         in-house programmes.
5.      Special theme based musical production.
6.      Serialized production of drama/feature/skits based on various socio - cultural topics.
7.      Poetic symposium in different languages and dialects.
8.      Customized programmes on Sports, Science, Health, Education, Infrastructure, Industry, Culture & Heritage may be planned & designed with rich archival value.
9.      Programmes on Kisanvani, Economic Guarantee through developmental programmes/various flagship programmes for both rural and urban areas may be planned and designed by incorporating client friendly proposals with revenue scheme.
10.  Programmes based on various guidelines of the government/welfare measures and youth affairs may be designed effectively.
 
B.    Guidelines for designing Revenue linked production -
 
1.      Revenue oriented proposals in the area of popular genre may be planned to be b cast in a series based on the following categories   
film based properties/production of classics/client friendly serials/quiz/talk-shows. Thrust should be given for getting maximum revenue by designing more market friendly programmes by utilizing this software funds.
All CBS heads/CSU s/Vividh Bharati/Gold & FM Rainbow & MW Network are identified to produce programmes under this scheme as deliberated in SD s conference & agreed by CEO at Udaipur.
2.      Before September 2013 the revenue linked programmes must be on air for which viable proposals need to reach this Directorate on or before 25th July 2013 so as to make necessary budget allocation.   
3.      These productions at various AIR Stations may be planned in association with the reputed established programme persons in the field of audio production/direction to ensure that the standard of programmes not only fulfills the mandate of the public service broadcasting but also attracts revenue. The production of such programmes may be undertaken by hiring and engaging services of established and eminent outside programme producers/directors.
4.      To ensure quality  production, young talents having substantial acquaintance  with production and post-production work , preferably from media organizations/ recognized institutes of  the Government of India/Ministry of Information & Broadcasting, (e.g., FTII, IIMC, SRII, Jamia Milia Islamia, etc) may be encouraged for designing  these programme.
5.      Programmes need to be planned in a customized manner with proper research and feedback, so as to maintain a regular pace in a constantly changing media market.
6.      Exclusive Channel-driver programmes may be produced by adapting innovative formats to attract larger audience.
7.      Programmes are to be produced in a complete digital format by utilizing updated softwares with multitrack recording facilities which are compatible with the digital audio platform.
8.      Identification of topic/subject/content/format/expert, etc. to be finalized  by a Committee duly formed/approved by the respective Zonal ADG-s under intimation to the DG,AIR/Directorate.
9.      Special emphasis may be given on publicity and media-plan for creating specific Time-Band in the Fixed Point Chart to popularize such type of programmes and to facilitate commercial inflow.
10.  In such case a programme officer may function as an Executive Producer, in-charge of the overall planning, execution and completion of the software project. He is required to supervise and co-ordinate the entire production at every stage with the Producer so as to ensure quality production as per the above mentioned specification.
11.  All the programmes in a serialized episodic term shall be considered as 5 programmes (i.e., 5 programmes of 22⅟2 to 25 minutes  duration shall constitute 1 episode only). The total number of episodes shall be limited to 26 only, which need to be approved by the  respective zonal ADGs. In case, the ADG recommends further extension beyond 26 episodes, the final approving authority will be the DG AIR.
12.  All possible efforts should be made by the stations with their respective Marketing Division/CBS heads to generate maximum revenue out of these programmes under special scheme of planned budget.
13.  The programmes produced under this Package must hold the Complete Broadcasting Rights in terms of Copyright and Intellectual Property Rights for both traditional & New-Media Platform.
14.  To substantiate the required digital content for future DRM b cast all the audio recordings need to be supplemented with metadata including necessary programme details such as name of the Producer/Author/Performing Artists/Music Directors/Composers/Writers etc. The metadata may also include a gist of the programme content.
 
C.     Exclusive Fee Packages Recommended for Revenue Linked Proposals Only -
 
The fee packages for various genre of programmes to be produced at different AIR stations has been calculated and derived on the basis of existing fee structure of AIR (which came in force from 01.01.2013).
 
Job Description
Fee Package per Episode (22⅟2 to 25 minutes each) in Rupees.
Serialized plays, features &  other programmes of  fictional content (Artists engaged should be at least two of each grade, that is, Top Grade, A Grade & B Grade)

*This includes rehearsal fees, TA/DA to artists and fees for musical effects.
 In addition, if required, a one-time payment of Rs.20,000/- (Rupees  Twenty Thousand Only) may be made for the production of Title Music/Title Song / Multi-track Music/Effects Package, etc.
 
 
 
Job Description
Fee Package per Episode (22⅟2 to 25 minutes each) in Rupees.
Radio Music productions in a serialized form (Music Artists-Vocalists engaged should be at least two numbers of each grade, that is, A Grade, B Grade and others)

             *  This includes rehearsal fees, TA/DA to artists and fees for musical effects.

          In addition, a one-time payment of Rs.20,000/- (Rupees Twenty Thousand Only) may be made for title song with montage and effects.
 
            It is reiterated here that the complete exercise need to be undertaken by all AIR Stations/CBS/CSU heads to ensure that the total allocated budget is completely and meaningfully utilized with the final approval of their respective Regional Additional Directors General (Programme).
 
            All Regional Additional Directors General (Programme) are requested to monitor the project so that the funds allocated to AIR Stations in their respective zone are fully utilized within the stipulated time & ensure appreciable revenue.

                     Recently concluded Station Director s meeting held on 10th. to 12th. June 2013 has taken a decision on digitisation and repackaging of Archival Materials. To implement the decision following guidelines are given:
 
All capital/regional AIR stations will form a dedicated team under the supervision of Programme executive to digitize all the recording available at the stations. The task should be completed by May 2016. The team will consist of PEX, TREX/LIA.
The team will also undertake the work of repackaging of archival material for broadcast.
During the period the member of the will not be allocated any other work.
The staff members nominated should be trained by STI (P) as per the requirement of the job.
 Stations may outsource retired and young personal as per decision taken in SDs Conference on 10th. , 11th., 12th. June 2013 at Udaipur.
Outsourcing should be done on rates approved by Prasar Bharati in recent fee structure.
 
                    Hence, all the capital/regional AIR Stations are directed to forward the names of PEX, TREX/LIA of their respective stations to this office positively within 15 (fifteen) working days to take final decision regarding the team consisting of PEX, TREX/LIA as stated in Point 1 above.
 
                   The matter may be treated as most urgent.
